The Taylor Wimpey problem
 In 2007 George Wimpey Ltd (now Taylor Wimpey) purchased the West Herts College site (which included the playing fields). This land had a covenant on it from the original sale to Hertfordshire County Council by Watford Borough Council restricting the use of the land for educationional purposes. For a considerable amount of money Watford Borough Council agreed to release this covenant and replace it with a covenant covering Leggatts Playing Fields. The Mayor said this:

They applied for planning permission to build housing and flats on the site of the college buildings and the old Leggatts School. Planning statement can be read Here
The application went to appeal and the Inspector's decision Here Agrees that Leggatts Playing Fields will be handed over to Watford Borough Council.
Sadly this has not happened.
In addition Taylor Wimpey dumped tons of earth spoil in the bund by the access road. Although this wasn't allowed under the planning permission, Watford Borough Council allowed them to leave the dumped earth spoil until work on the building site finished. Work finished on the misnamed Leggatts Green in 2013, the spoil is still there!
On the 26th of August 2014 Tayor Wimpey applied for planning permission to build on an area of the playing fields, application number 14/0123/FUL . This application poses a threat to the future of the rest of Leggatts Playing Fields
